Caitlyn Passive Underused?

First of all, I don't even own Caitlyn, and I don't play adc much, so I don't have a lot of insight into this, but... Caitlyn Caitlyn's passive, Headshot, generates stacks when she attacks, up to 7/6/5, and grant her next attack a damage bonus when fully stacked. Stacks generated are doubled when attacking from the bush.

Most Cait's I've played with don't attack from the bush while we're laning though, and this confuses me. If the bush is there, and you're relatively safe, why wouldn't you re-position to generate more stacks faster for more damage boosts? It seems obvious to me, but again, I don't play Cait, so I don't know, so that's why I'm asking.

Not ranting about anyone, I'm just genuinely curious.

In my experience one would like to time Cait passive for when you can hit an enemy champ, and smart enemies don't let that opening happen often. Getting the passive up often mean more chances yes, but it also means you've been attacking your minions and pushing to get those stacks up quicker, and a lot of times (again, simply in my experience) it's best not to push your lane without good reason. Such as enemy jungle being top lane or scoring a good trade on your end.

Well attack from the bush would give vision of you. What if your support wants to surprise your lane opponent? Well you can't do that now since you gave vision of the bush.

well it's positioning. a lot of time an aggressive enemy support like blitz will be in the bush. Furthermore, its not a good idea to be directly on top of your support either if he is in the bush.
