How to play at 60 fps?

I was on YouTube and Twitch and I noticed that several players play at 60 fps or above I also change the settings to view at the frame rate and it looks really great. I was wondering how, if possible, can I get my game to run at 60 fps. I usually get 35 frames or less.

Specs: Processor Intel(R) Celeron(R) CPU J1800 @ 2.41 GHZ (dual?) Ram: 4.00G (3.88 usuable)<-- I have access to more. Graphics(I think): Intel(R) HD Graphics

I probably missed a few things

To this day I continue to inherently read "FPS" as "faps per second"

I believe your fps is moreso dependent upon your graphics card. Would you mind posting the specs of your computer? Might make it easier to pinpoint what will best improve your fps.

You don't have a graphics card, that's your problem.

Intel HD Graphics is the graphics that your processor can manage to scrape together. If you're on a desktop, buy a graphics card that will work with your computer. If you're on a laptop, let this be a lesson for next time that you need to pay more attention to what you're actually buying.

stop buying computers from pawn shops

Well... it depends on how much you paid for it. If you bought that laptop to play league, you got a pretty bad deal.

if you happen to be able to play league on a somewhat cheap laptop you picked to bring around and do work with it, then you are all good.

reduce the graphics to as much as you can accept, and remember that at the end of the day, the human brain can't really react under 100ms. so you might not go challenger on this computer, but i'm sure you can still have fun with it. :)
