So I have 4800 IP and I want to know what's a really good champ that can carry but also sort of be tanky. I main Jungle and Top mostly. I was thinking Irelia or maybe Sejuani. The carry part is somewhat needed but I guess not required. Because sometimes I Duo Q or Solo Q. But either my friend carries or I carry. Any thoughts? :D

If you want Jungle/Top tank, you might look at;
I grabbed Irelia without playing her first and was somewhat disappointed, not saying she's bad she just doesn't fit my playstyle. Wukong might be a good fit for you? You can take him jungle or top, he can be built somewhat tanky but still do decent damage, and he can definitely carry. Sejuani is a pretty damn good jungler right now but she gets banned a lot.
jungle/top carry fighter/tank for 4800, I'd suggest 
Trundle can easily sustain through jungle, and has exceptional dueling and splitpushhing, but also good team fighting and counters tanks.
Volibear has slow early clears but can build pure tank while still having epic DPS, burst, and amazing dueling and survivability.
Wukong is a great later, a little tricky in the jungle, but an excellent split pusher, team fighter, and uses the new BC perfectly.
Skarner is a bit weird in top lane, but he is very good in the jungle. He is a very good duelist for such a tanky champ, and has great sticking power and pick power.
I recommend Wukong too. He gets ridiculously tanky yet deals team-wiping damage.
A typical build I've seen in the jungle for him:
I believe it gives him something like 4000 HP, 200 armor, 220 AD, 35% arpen, 30% armor reduce and basically enough damage to wipe the enemy team if they get caught by his ult while facetanking their team.
Top lane builds I've seen anything from glass cannon 
to something a bit more balanced like
