The better question is who can't.

Seriously though, almost everyone has super early dragon potential, it seems. Even from as early as level 1, many champions are still capable of slaying the dragon.

Better question: What jungle can solo him without taking more time than it would take to clear camps? I see people doing the early dragon solo and it takes them a minute in which time they could've done two camps or ganked. It depends on the scalability of your team, but early solo dragon seems not worth to me.

Fiddlesticks , Warwick and Yi

I've heard nunu can at level 2. Fiora at 3 unless they "fixed" that... They said it took skill with riposte timing or something, so I think she still can.

Fiddle, ww, and yi all have mechanics that I'd imagine would make it possible - if not at 3 then at 4 or 5.

I'm not sure what level, but I know it was before level 6, but my friend cleared Dragon pretty early on in the game with Udyr. I know he had to stay in one form though, or whatever those things are called for Uhim. His transformations? You get the idea though, I hope.

Right now I'm pretty certain no one can.

One of my friends solo'd the dragon at lv2 with Aatrox, took him around 30 seconds.
