I am currently level 14 with 4926 IP, I can't decide to buy 1 more 6300 IP champion then save for runes, or just save for runes right now. Champions I own so far are Yasuo, Zed, Tristana, Garen, Alistar, Thresh, and Riven, I want to buy Jayce.
I would suggest saving now or purchasing some of the cheaper champions to fill out your pool. In the mean time, just keep trying the different free week champions and figure out who you like.
When you get around to buying runes, I would recommend getting two general pages initially: [AD] AD Quints, AD Marks, Flat Armor Seals, Flat MR Glyphs [AP] AP Quints, Hybrid Pen Marks (Magic Pen can substitute), Flat Armor Seals, Flat MR Glyphs
Just simple pages that cover most champions and situations, but very useful when first starting out.
Use your lp now on characters find what positions you like the most and a few main characters, you dont get access to tier 3 runes till lvl 20 buy them then anything else is a waste
You need around 12 000lp for a full rune page give or take a few thousand depending on what runes you take , but you only unlock all slots at 30 so you can fill them as you go so save what you need to fill all 20 slots and buy them as you lvl up . Unless your buying rune pages or saving up the lp for them you can only have 2 pages so the roles you can fill to full potential are limited anyways, find your strengths and really develop them itl help you rack up lp when your lvl 30, full runes, and tight masteries then you can buy all the characters you want and can adapt what you already own to learn them and increase your champ pool and keep you driving to get runes for them aswell really keeps the drive to play going at least for me. hope this helps !
If you want a full rune page at lev 20 yes you should. If you want a full rune page at lev 30 then no you shouldn't. Pre-30 you never have enoph IP, it's life.
