Is shop broken?

I'm just wondering because for the last two weeks I can't buy skins or champions, any one know the fix? When I click on a champion I own it says "purchase champion" but with Greyed out box where you hit buy and ?? marks on the price. And I can't navigate through the store at all only see the front page.
