When you had %10 cdr, your spells are not ready for every 3 seconds. It just makes your trades better, your ult cooldown refreshes faster, so you can kill a person who used his ult while you can have ult.
WalkingInACircle1 votesDouble dorans is the most solid start I've found. You can go into Ludens, Morello's, or Abyssal/Zhonya's depending on what you're facing from there.
