She has great utility and a very easy AA animation. I'm guessing you already know this and are trying to get circle jerky trolls to flock with you, though. Sure, she is a bit weak at the moment, and her passive sucks, but there are plenty of ADCs like that. You play what you are good with. You don't have to be a meta-dick-hugger and play the same champs the LCS players play to win lanes.

Because she has a perma slow, mapwide massive stun, and is amazing at kiting + orb walking.
She's a niche utility adc, but she's still there.
Cuz there are blatant idiots who think a ranged creep like AShe can be useful as she "makes up for the lack of dmg with her (non-existent, pathetic and laughable) cc" using it as an excuse everytime tehy go 0-10 which sadly happens in every game.
Ashe needs a team comp built around her that can both peel for her and use other damage dealers to take advantage of the AOE slow/stun/vision she provides.
A comp like
would be amazing for her since there's 4 damage threats on the team while there's still good peel.

etc with Ashe, its all about who your good with some people struggle with certain champ styles i.e.
people that have a hard time hitting skill shots will probably not do well with himDecent range, extremely safe, super strong engage. If she gets a useful passive, I can easily see her becoming FotM. Being able to engage from halfway down the lane is amazing.

Ashe mains make her look very good.
As a plat adc that played 80 ashe games last season (49/32), if you were to support me as a bronze player your jaw would be dropping. This would probably be the case if you support anyone thats not at your elo. You don't understand how ashe works, plain and simple. For example, which support would you pair with ashe?
against which enemy team would you use ashe?

- do exceptionally well supporting Ashe.
She also has a strong track record when it comes to dealing with ADCs that rely on in-n-out trades and zone control like

Ashe is a great choice if you have a lot of damage threat and don't need her to be all your DPS. In that case her utility really comes through because suddenly nobody can get away from other threats like a top Jax, mid Viktor, or jungle Nunu. She has a lot to offer to a team that might otherwise be short in initiation and if you plan to use Ashe you should build around that. Comes in as a big surprise to enemy teams when your ADC is suddenly just one of three threats they need to take care of.
She is a bit outdated in that she has no mobility and her kit isn't as completely overloaded as newer champions', but still that long range AoE with slow is really useful in laning and teamfights.
It would be nice if her ult scaled with AD too.
