I've been getting first upgrade as soon as i can and upgrading laser then building a mana item like chalice or morello then getting second upgrade for my Q then waiting til full build to upgrade my W.
Also, a specific question: So after I get my first upgrade on E and mana regen item if I have the choice between hexcore upgrade on Q or sorc shoes what do I get? They both give ms but hexcore only when I use my Q. Ofc I'd just get other after that.
If you recall and have less then 1k gold = Considering one of the items you usually buy after first Hex upgrade.
If you recall with 1k gold or more = Strongly suggest upgrading the Hex core. Even if your 2nd recall after your 1st upgrade puts you at 1k gold or more, go immediately into the 2nd upgrade. If you can afford it, absolutely do it. Alot of champions have strengths and weaknesses that tie into certain items, but Viktor really does, literally have a whole portion of his kit's power sacked into purchasing the Hex core upgrades.

1st: ASAP
2nd+3rd: After sheen and deathcap/+lichbane. Or whenever they fit in.
I don't build mana regen on vicktor because I feel he needs important items such as Zhonya's/dcap and the upgrades. I just go double dorans, E upgrade, spell pen boots and then whatever I want next.
I don't see the point in getting the 2nd upgrade so early if you don't get 3rd until full build. Remember the final upgrade also improves your ultimate and not just your W.
First upgrade should be your number one priority on your first back. (always laser upgrade)
Second upgrade is usually a good mid game investment to better kite around teamfights and stay safe. (usually Q upgrade)
Third upgrade is usually the "oh, I'm full items, I should upgrade that" item, hold off getting it until late game unless you really want the implosion and bonus ult speed. (gravity field is almost always last)
