gaining 21 lp when i win and losing 21 lp when i lose.
I really dont want to stay in silver 1, but if im losing the same amount of lp gained, does that mean i belong in silver 1?
i really hate the term "belong in "X" rank"

This means that your MMR is equal to the average silver 1 player rather than it being higher or lower. You can advance normally by winning/losing as you should.
It happens, I remember in s3 when I gained 20 and lost 20 every game, then I eventually won more than i lost and bam out of silver.
