Runes or Champions

So I'm kinda having a hard time right now. I can't decide whether to buy Champions or Runes. I want to buy Jinx and Corki because I'm going to main ADC in Rank teams. But i need Runes because I like to main TOP and I need Runes for Rumble. Which by the way the runes I've been using for my tops are Tier 1/2/3.

I also need Runes for my ADC i have most but 2 which are Greater Quintessences of Attack speed and Greater Quintessences of Life Steal. For ADC all are Tier 3.

What should i get?

if you have AD and M.Pen reds, Armor Seals, MR Glyphs, AD and AP Quints then you should be fine on runes and can fill out your champion pool a little bit. Once you find some champs that you REALLY like you can setup specialized pages for them.
