Play the cs game, not the kill game but remember to harass a little as well.
Make sure you aren't using abilities to farm, use those to poke. It would help if we knew what ADC's you are playing?

Play more aggressive in lane. If you push the lane a bit and gain a bigger minion wave than the enemy, you will have more opportunities to trade with them while they have to focus on last hitting AND if they fight you in your minion wave, they will take alot of minion aggro. When the enemy adc walks up to cs a minion, autoattack them and poke them. That forces them to either take the free harass and get the cs OR miss the cs and trade back with you.
You win bot lane by creating opportunities for yourself where you can get an advantage in the lane.
Be aggressive
It sounds like you don't understand how to trade in lane very well compared to other people at your MMR. That's what makes the difference on getting poked down or not. You have to understand why, when, and how to trade with your opponent. If they understand that better than you, you are going to get harassed down, forced to back, and lose the lane.
There aren't any blanket tips for fixing this problem. You have to watch the wave, know your damage, know their damage, understand the impact that the supports have on this matchup, understand the difference in range and mobility of your opponent, etc. Watch some streams (or just spectate some games in client) and see if you can make sense of the lane as a third (fifth, really) party. Once you can see other people make mistakes on that front, you're ready to try identifying them in your own games.
Don't get down if it's something that gives you trouble. To me, it's the most difficult part of the game to master. Just keep practicing, I guess.
