Warrior or Cinderhulk; don't bother with Devourer.
Choose whichever suits your team composition/playstyle best in each situation.
Personally I like cinder better. Since hecarim slides into there whole team during team fights and q's. Its a nice aurora that does some damage overtime. But if you arent looking for a more aggressive play style and more of a farming play style id go devourer.
I like Cinderhulk on Hecarim. Devourer is for the auto attack based champions.
Completely agree with everything that's been said - Devourer on Hec doesn't make sense, he's a ganking champ, not the afk farmer type. Depending on our team comp I will go warrior though if we need early game damage, but if I'm going tanky its Cinder all the way.
Well, for starters, please get off the Devourer craze; it's a strong item but not every champion can use it. Hec does not need Devourer, and Neither does Shyv, Sej, or Sion (yes, I have seen people do this, and it's not good).
Personally, for hec it comes down to either warrior or cinderhulk, and it comes down to playstyle and personal preference. If you're a really aggressive hec that gets skirmisher's saber, then go warrior; you'll get more use out of it. If you pick any other kind of base item, I recommend cinderhulk, because cinderhulk keeps getting better as you buy items, makes you really tanky, and gives you some pretty nice passive damage. Hec also has the tendancy to stick to people with all his mobility. This is all just an educated guess because I don't play hecarim, but that's just my opinion.
So I have tried both. By the time you get Dev stacked you won't be viable till late game, and you're not going to be that tanky. Cinderhulk is better.
