The 2 Rune Page Struggle: Should I use CDR Blues or MR Blues on my AD/AP Pages?

Ive been going between Scaling AP, Scaling MR and Standard MR blues, but Im wondering if CDR would be better overall in the long run on both pages since all champions have cooldowns.

CDR is one of the best stats to have for any caster. The reason we take MR is to not fall behind in lane phase. I've lost games when I went without MR vs things like vlad top. You can probably put half MR and the rest CDR. You don't need to go full MR if you feel you can handle it well.
