What's the best Jungle Runes for Tanks in this meta like Mao, Sej, J4, Mumu, etc?
Are the MoveSpeed Quints best or should I get like Armor Quints?
Also, AD Marks or get some defensive marks like Armor/MR (or perhaps hybrid pen marks?)

Only buy tier 3 runes and get these: 3 attack speed quints, 9 armor yellows, 9 attack damage reds, 5 cooldown blues and 4 magic resist blues. With these runes you can pretty much effectively jungle with any jungler. Although some champs prefer other builds (kha zix likes attack quints- sej likes ap glyphs etc). Cool thing about runes is that you can experiment with them till you find something that works. This build is golden though
