Any tips on how to make a perfect Armor penetration rune page?

Is one of the best rune pages I've seen but I don't know how to pull it off I know there must be a true way to build it so tell me your thoughts maybe it'll vary but I'm more than happy to try and build this rune page.

If you asking yourself this guy doesn't know how to build it? such a noob... well yeah only one year playing still a lot to learn
