Is there a way to change the key bindings of abilities per character and where they show on the bar

There are a couple characters where I would like swap where abilities are on the bar (and their corresponding keys). I know I can switch the keys in key bindings, but really was hoping to set up something by character...sort of like you can set up item sets.
