21/0/9 vs 21/9/0 in the mid lane

Out of curiosity, why are some mid laners (I know some top lane champions do it too, but want to focus on mid) go 21/0/9 masteries over 21/9/0? I've seen LeBlanc, Ahri, and a few others do it (challenger soloQ and in tournaments, etc). So what makes 21/0/9 stronger than 21/9/0 and in what situations should I do it? Is there a specific matchup where it's better or is it champion oriented?

i run 21 0 9 on my orianna but i run 21 9 0 on zed, i do it mostly cuz my orianna needs all the extra time with blue buff + mana regen to survive whereas with zed im lookin to trade a lot until i can go in for the kill. im not an lcs player nor even slightly good mechanically but with some champs im there for waveclear and to survive until teamfights, others im out for blood asap.

Alright so heres my opinion as a diamond player: 21/9/0 is great all-ins because you get a little bit of defensive stats(slightly reducing enemy dmg and getting extra health) . On the other hand, 21/0/9 is good for the entire course of the game because you could put points into reducing your summoner spell cooldowns, upgrading hp pots into biscuits, getting a bit more movement speed/mana regen. I think the utility tree gives you more benefits overall and the defensive tree is more situational for match-ups you feel like you need this extra defense.

Yeah it just gives different champs different benefits really like AmazingChad said. I'll run either as I has different pages set up for that, when doing the 21/0/9 it's cause I'd want the utility tree mastery that allows buffs to last a bit longer.
