Ranked pick order

I'm very bad at league of legends, and i'm in Bronze 2. The only problem i really have is the pick order in ranked. 70`90% of the time, I'm either first pick, or last pick. Everyone says that pick order is decided randomly, but I don't really believe that. What are your guys' thoughts.

It is actually random to make it fair to all players, you're just having a little bad luck honestly, but it use to depend on your wins. (MMR)

It's random back than it use to be my mmr which i kinda liked but nothing you can do about it.
