First off, Azir was pretty good. He had mobility, ap, and could burst down any target. But, this nerf will kill him. Riot could have taken away his shield, and only the shield. (That would have been fine.) But they had to remove the knock up. In my mind, Azir's knock up was the only thing that was really good when it comes to his E. I love how he can e q to a soldier, and drift, but removing the knock up? And then they had to nerf the passive. It was perfectly fine. so I don't know why they'd want to nerf Azir.

In all honesty, it was more of a buff for his attack speed - it might not be attached to his passive, but considering you'll probably have a 2nd rank into W by level 8 (that's 20% extra attack speed, or equivalent to the AS gained by building 16% CDR in the live version), that gives significant leeway to Azir players in terms of early build paths - build non-cdr items early, still gain tons of AS.

The removal of the knockup AND the shield was probably a little heavy handed.... but considering the cumulative potential power and utility his kit brings (read: high burst, high dps, multiple sources of hard cc + displacement, a lot of mobility, and a shield to boot!), Riot must ultimately make individual effect weaker (number-wise), or lobotomize parts of his kit (as they are trying now on the PBE).
