just wondering, I was at 96% and 88% in both games, but before building into 100% , my game ends.

No, the person hit would just immideatly cease all of their movement, but still retain the ability to do anything else. Abilities such as dashes would still dash you a certain distance since they are unnfacted by MS.

Zilean lvl 5 e, is a 99% slow and pretty much shows what happens.

It is mechanically impossible to reduce one's movespeed below 100-something.

OK just because I feel like we should clarify terminology

Slow/snare is a CC that lowers movement speed Root prevents movement Silence prevents ability use stun prevent movement and ability use and auto attacks Displacement effects prevents movement ability use and auto attacks Taunt forces movement prevents ability use and forces auto attacks Fear forces movement away and prevents ability use and auto attacks Blind prevents auto attacks from hitting. Suppression is a channeled stun that can be interrupted.

I am pretty sure that covers all types of cc in League of legends.

There was one point that Janna's slow could indeed stop a champion dead in their tracks, but that was a bug. There is a hard floor on movespeed; it cannot go below 110. As your slow approaches 100% you get diminishing returns for additional slowing power.
