Where to place wards
can someone help me place wards, i have recently reached ranked and still dont know where to place ward or when to buy them. so can someone help me. thank you

Bushes, mostly.
A "good" place to have a ward would be in a bush where it gives the most vision possible around that bush. Wards aren't a waste of gold, but they can be less efficient if they are placed somewhere that only gives you a couple of units of vision. When placing wards, it's a good idea to think about where they would be going and why they would be taking the specific path that the wards can reveal. In laning, wards are best placed in river bushes for obvious reasons. When teamfighting, it becomes slightly more complicated. Especially if you're the only one on your team placing them for some aweful, bronze reason.
Optimally, you want the whole map revealed, but a team can only place so many. Keep in mind that you don't have to place wards in bushes if somewhere in the middle of a path would give you more vision. A good example of a place like this would be mid towards the upper right side of the map. It's hard to describe without pictures, but seeing it in-game should be enough if you keep it in mind.
As for when to buy them - I start buying them on my first back. Generally around level 6-9. I only buy one stealth ward each time until I can upgrade my trinket to a yellow one. After that, I use any remaining stealth wards in my inventory and then buy pink wards only when I can place them or really need to move it for some reason. The pink wards vary depending on the game. If I'm against a couple of champions with stealth, I'll either upgrade to a tier 2 red trinket, or I will ALWAYS carry 2 pink wards with me.
All that said, to help you answer future questions like this for yourself, ALWAYS consciously ask yourself "Why am I doing this?" If you can't think of a good reason, you probably shouldn't do it. Sometimes, things happen too fast to take the time to ask that, but try to ask yourself why you did/didn't do it later when you have time to breathe. Again, if you can't think of a reason that somehow benefits you or your team, you shouldn't have done it.
This is a little out of order, but I feel it is a good thing to mention. It's sometimes a good idea to lay a pink ward right in your lane to bait your opponent into destroying it. By doing this, it can help set up ganks, leave them open for poke, or just generally be annoying. If I do this, I generally toss it down closer to my side and relatively far away from minions. This ESPECIALLY works in bronze/silver where they just seem to not realize those reasons for doing it. The higher up in rank you go, the more useless this becomes.
It depends a lot on your lane.
If you are support: you want to keep the tri bush warded, one on dragon and then you can place the third either in the enemy jg (if you get a chance to go there safely) or just in one of the lane bushs. If the enemy jungler can jump over walls (like lee or rek) you may need to ward the river bush instead of drag. It's also important to ward the lane bushes if the enemy support is blitzcrank/thresh/leona and is lurking in their. After lane phase you should ward drag at least 1 min before it spawns, and ward baron after around 24 mins. You can use your third ward wherever.
As mid: you should ward both side bushes (not necessary if you are just staying under tower) or the pixel bushes (the little ones to either side of mid in the river). If you are winnning lane early you can invest in a pink ward for one of the side bushes to make easy ganks for your jungler.
Top lane: you should ward the river bush and tri.
Jungler: should ward his jungle if getting invaded and if not ward the enemy jungle as possible. Also help with warding mid, top and dragon if the laners aren't buying enough wards. If your team is winning putting wards in the enemy jungle is a great idea. If losing you'll want to have wards in your jungle.
Upgrade to yellow trinket lvl 9 (the green ward droper) whenver possible (except support who gets sighstone pre lvl 9 and gets sweeper lens and oracles if the enemy team has stealth champs).
If you are in lower ELO then place them anywhere ... nobody buys the free
