I don't play blitzcrank much so I have never really looked into it but normally I max e is it still the same to where you max q for dmg if you can hook them and max e for more reliable dmg? if they have changed anything with blitz q and e that I missed can someone tell me about it because I hear to max q while I'm still maxing e halp pls
Generally speaking, you're going to be wanting to max your abilities like this...
Q --> E --> W
(of course putting a point in your ultimate [R] whenever you can)
Q: Lower cooldown means more pulls. Pulling more often allows you to make that grabs and get your team ahead. As well as having more chances of landing one.
E: Shorter cooldown will allow you to provide more CC for your team. This ability has a high damage amount, so this will also be providing you with more DPS.
W: Not extremely useful early. Having one point in the ability should allow you to be fine until you finishing max'ing Q and E. Your other abilities are just strictly better than the others.

I say it is up to preference. In most cases against good opponents you won't/shouldn't be able to walk up and E them, so maxing Q is better because of a lower CD and higher damage. A maxed E is only better if you can get an extended trade and use it. I don't really see those happening often, at least not early game, making Q a better choice.
I like to use LOLKing when I get champions to see what other people build. Personally I hate recommended items.

Should almost always be maxing Q. If you're maxing E because you can't land grabs it's most likely time to find a different support that plays to your strengths. Because that's literally all Blitzcrank has going for him is grabbing and displacing his opponents so your team can pick them off.
