I've been maining Mordekaiser for a very long time now and the rework/update changed his kit quite heavily while keeping the essence relatively intact. I say "relatively intact" mainly because of the new Q and the utility loaded W.
I've been playing him full AP with a lot of results that satisfy me with him in bot lane with this iteration compared to his oppressive and stale solo-lane gameplay style pre-changes.
I firmly believe that the suggested items build is oriented toward a tanky build in the top lane because of how
feels and acts as an offensive tank item. It's a much better item on a deffensively itemized champion because of how tanky and ratios are present in
's kit for example.
A bot lane morde fills certain needs when teamfights occur but not as an ADC because of how unreliable his Q's 3 hits are if you go for champion hit on the third AA. A flash or gap closer/escape or any sort of CC after the second hit and you lose huge DPS and get kited to death. Ranged ADCs are natural hard-counter to morde if you can't out sustain the enemy's damage output.
Historically, AD Morde has always been utterly bad.
as a first item is a horrible build path to start with if you ask me. Sacrificing lasting sustain for melee range damage isn't where
excels with or thrives in. Poking with his E until an opportunity arise to get a kill is a much safer and efficient way I've been able to get kills, apply pressure, farm up and get a level advantage over everyone in the bot lane(not in that specific order) and with the right supporting partner that can land CC consistently enough to make it a kill lane.

have given me very positive early games and laning phases results for enough games to be consistent.
The ult's ghost should be used as extra firepower on a single target to burst down a squishy a little faster than what a late game ADC can lifesteal back and dragon will also proc luden's echo's passive, dealing damage that isn't expected. I have been capable to dragon steal and claim 3 kills by simply being allowed to waltz in and any possible damaging answer is quickly delt with. It's important to know when going in for the steal or deny the smite, like for any other jungler, but the dragon ghost will be an immense boon to his sustain because of the HUGE bonus health from dragon and whether or not the normal ult is available or not after dragon dies and you can get another ghost easily by ulting a low squishy by dealing a whopping 14~18% max health to them and keep the killing spree going as long as needed to score an ace.
AP morde's ult gives him ridiculously huge sustain and objective control pressure when you go for first dragon of the game as soon as morde hits 6. It can't be realisticly contested if the bot lane has only been farming in a standard way without any successful gank against morde, and if he has a kill or two, before then, you know you're in good position.
Now for an item build path I like to use.
I start with

for a huge power spike at the end of early game and depending on lane match up, get
to return to lane a little faster. Afterwards, I go toward getting magic penetration and bonus health so that my shield stays up longer and harder to get rid of. CDR is very useful but doing a
like build isn't gold efficient because mana is useless for morde. However,
is the best mid to late game item if you really want to max Q damage in teamfights without investing into more than one(1) AD item like a
or
based on how the game progresses into late game. Got a couple of early kills? Then get a BoRK. A lot of magic damage on the enemy team? Maw is your go to AD item instead.
