Lucian is currently considered one of the most popular ADC around atm, he's a major lane bully, he's meant to scale really well into the late game, but his early game isn't quite as weak as Riot intended, so they are slowly whittling away at his early game to try and put him where they want him.
Jinx is a very aggressive laner who can snowball hard, though if you fall behind, you'll struggle to catch back up.
One is facing changes, the other is sink or swim.
Lucian, hands down. He's just better all around. Poke from far away with his Q at early level. Dash helps escaping efficiently. Culling can finish the enemy from far away and also clearing waves, taking off pressure for the team. Jinx is very immobile so she's a very support-dependent and teamfight-oriented adc. And of course you really don't really the kind of adc who always has to rely on the support's protection in order to survive because it's like it takes all the fun out of adc. But of course, if you're that kind of adc, then Jinx might be a fit for you.
lucian is getting nerfed on pbe and those aren't probably the last nerfs he will recieve as hes most overpowered adc in game by far.
Lucian is better but has a high cap on mechanics. Jinx is easy to pick up and when she gets going, she gets GOING.

The question of "Who's Better?" is pretty subjective. Both Lucian and Jinx are both good but have different strengths and weaknesses.
Lucian is pretty heavily based around his passive. (after using an ability, Lucian fires off two quick shots, with the second one not being as strong as the first). This passive gives him a pretty strong presence in lane and makes him a solid skirmisher and caster adc.
Lane Presence
--Lucian can gain lane presence by out-trading his opponent. This is usually done by auto attacking, using an ability (likely q or w), then getting two quick auto-attacks off thanks to his passive. This is Lucian spiking his damage. Lucian can spike his damage higher by weaving in more abilities and passive attacks. However, Lucian doesn't have the highest auto-attack range so he must get relatively close to his target to pull this off.
Skirmisher
--Lucian can skirmish very effectively using these damage spikes and his dash [E]. The damage spikes helps Lucian focus down a target and his dash allows him to kite more effectively against melee characters and dodge skillshots. It is worth realizing that Lucian's passive shots lower the cooldown on his dash, making his dash more spammable if his other abilities are used after it.
Caster ADC
--Once again Lucian's damage spikes. Lucian uses mana, which allows him to use abilities, which trigger his passive. That means if you do not have any mana, then you will not be able to effectively spike your damage. The same is true for cooldowns. If Lucians abilities are on cooldown, he cannot spike his damage. This is one of the reasons why you may see many Lucian's building

Jinx is based heavily around her range, objective taking, and ability to clean up fights. Jinx's [Q] allows her to switch between being a fast attacking short ranged champ or a long range poking champion. Her passive gives her a boost of movement speed when she gets a kill or assist on a turret or champion.
Lane Presence
--Jinx creates presence by poking down her opponent. The rocket part of her Q allows her a longer attack range as it is leveled up. Giving her the ability to attack her opponents from relative safely and possibly without the threat of auto-attack retaliation. This is reinforced by her [W] and [E], a long range Zap skillshot which damages and slows an opponent and a set of traps which can immobilize an opponent briefly.
Team Fights
--Jinx can excel in team fights. Her Q rockets provide strong Area of Effect damage from a safe distance. If she goes unchecked, she can tear down an enemy team in multiples, instead of one at a time. Her ultimate provides an execute that can possibly finish off multiple targets and pick off a retreating enemy. If Jinx manages to get a kill or assist, her passive can help her reposition really quickly, allowing her a greater ability to kite the enemy team if needed or can provide her a great way to chase down a retreating enemy team. Remember, this passive can trigger multiple times, so jinx excels at chasing down a low health team if she manages to get a passive proc.
Siege and objectives
--Jinx works well on both sides of a siege. She can clear waves at your turret with her Q-rockets or can use the same ability offensively to destroy enemy turrets, both from relative safety. If the enemy is not protecting the turret, Jinx can tear down turrets with her Q-minigun at amazing speeds. This rapid minigun attack also allows her to help take dragon, baron, inhibitors, and other objectives quickly.
Ok, that's a decent tangent. But who should you get?
According to your lolking page you are level 14. I would recommend getting Lucian, unless the quick description of part of jinxes playstyle sounds ultra appealing to you.
