Great ward scores man, great job contributing to the vision game. Your KDA as a support is good also. Blitz isn't my favorite support as he has a high probability late game of grabbing the wrong person in a team fight - might want to practice with Thresh and take him instead as he provides more in game utility than Blitz imho.

Runes
I understand that you may not have much IP to spend but I have to mention that your runes are all over the place. Remember to only get tier 3 runes once you hit level 20 as they are the ones you will use for the rest of your time playing.
For basic support runes to start out with for a cheap cost-
Now once optimally you won't want these runes, but that was a cheap build. Once you finish that one, go for this-
Either hybrid pen or armor marks. Hybrid pen is often a go to for offense, but some tanks use the extra armor very well.
Flat health seals. Mathematically flat hp is better until about 3k hp, and thus seals flat hp seals are more effective than armor. (Do note that if you are going to not main support, go for scaling hp instead as other lanes get levels faster and utilize those better.)
Keep your magic resistance glyphs, but on some supports like Nami, you may want to pick up 3 Flat mana regeneration glyphs for more spell spammy play styles.
Blitzcrank can be a bit tricky with quints, as different quints play to different play styles. Some people like movement speed for roam/better positioning. I would recommend though that you use 2 flat armor, and 1 Health flat quint. Once you get the IP you should play around with them yourself though.
Masteries
Your masteries are very close to being optimal, but could use a small amount of tweaking IMO.
Items and Build Path
While ancient coin is a great item, I see that you build it almost every game. This tells me that you are just accepting it as a better item, not considering each of the starting items strengths and weaknesses. With that said:
Ancient coin provides the most gold of the three throughout the game, but gives less lane pressure than the opposing two choices. The health is nice, and it equates to more health regeneration/ healing than the other two options as well. Remember that if you are planning to fight hard at early levels 2-6, that ancient coin won't be helping you much during the fight. Ancient coin also builds into one of the best by potential items in the game.
Relic shield is the best for early all-ins during the the lane. This is due to the extra health buffer, and the huge ability to push waves in order to gain levels faster(ill talk more about level advantages later.) While relic shield does have these advantages, it may not always be the best for gold generation due to there being no ambient gold generation, dying hurts relic shield starts more. The active from relic shields build path is what I rank as the second best of the three gold generation item choices.
Spellthief's edge is an item that can really only be utilized by ranged champions in lane. Gold generation is the second best, behind ancient coin. Spellthief's edge provides the highest amount of lane pressure out of the three choices, but also has no defensive value. Outside of some cases like Morgana support, Spellthief's is often bought at the beginning of the game and later sold to build Talisman of Ascension for the better active.
Outside of starting items, you are doing good by getting sight stone on your first back, as well as swapping out your warding totem for sweeping lens, something a lot of lower ELO supports don't seem to do.
Frozen heart is a very good item to have on someone in the game, but it is also an item that requires that same person to have a couple health items with it because armor alone doesn't provide much defense. Frozen heart is also a bit expensive for supports, which makes it hard for them to build it before the person they are building it for gets out of control. This makes me lean towards grabbing a Zeke's Herald instead. The item is cheaper, gives a huge amount of damage to your adc, and has some nice stats for the cost.
Blitzcrank is known across the community for roaming around, catching people out, and getting them killed with his hooks. Because this is how Blitzcranks generally like to play, getting early Mobility boots is a core item. These boots are the cheapest at only 800g, and they also provide, when out of combat, the most mobility of all the boots. Mobility boots are used in most cases by supports because the high amount of cheap movement allows optimal use of their Sightstone.
While you did buy a pink during the game, after your 3rd back you should be buying them a lot more. Almost to the point of where you get one every time you are at the store. This will greatly increase the amount of vision your team has, as well as reducing the amount the enemy has.
While you are consistent in picking up sweeping lens, remember at level 9 you can upgrade it into an oracles lens. Denying vision is a big deal on Blitzcrank as it allows you to make hooks on targets while they are warding.
Vision Pressure
As a general goal, I aim to place about 1 ward per minute the game goes on. The exception is 20 minute games where I aim for 15. While I do not always reach this, I generally am within 5 wards of this.
In a 33 minute game, you placed 18 wards. I believe part of this is the absence of pink wards you are buying during the game. This is also caused by not warding properly.
By math, you should place 3 wards every 3 minutes, plus a pink ward every back. I will tell you that the math is wrong because you should be doing two things that falsify this.
1.) Wards should be replaced to be moved to new places. If you were to do dragon, afterwards you will more than likely have a bunch of wards around there that aren't providing meaningful vision because if dragon is dead no one will be in that area. So if dragon dies, you should move your wards to different places like around baron, or if you get the chance deep into the enemy jungle.
2.) You should not allow your wards to die off. This is more important for deep wards. Once your wards die, you once again have no vision of the area and it becomes dangerous to ward there. If you replace them when they have about 30 seconds left before they die though, then it effectively resets the time and you keep the vision without having to walk into danger.
I also notice how during this game you had not killed any wards. This could be caused by the low amount of wards placed during the game, but also could be that you aren't really using your sweeping/ oracle's lens properly. Try to spot out where you see people ward (there is a pretty noticeable visual effect even if you don't see the person placing it,) and once the coast is clear, sweep the bush.
Remember when clearing wards, don't get too greedy for them. Even I have died before because I wanted to get that one last auto on a pink ward to kill it, it simply isn't worth the risk of death. When killing wards, place your wards to ensure that it is safe first, then kill the wards.
Game play
I can't really judge game play off of a match history site, but I can't give a couple general tips.
Bot lane is a 2v2 lane, this makes level advantages even more important to understand. This first wave is generally spent trying to push rather than trying to pressure the enemy. If the enemy is pushing and you think they will hit level two faster( I forget how many minions exactly it is,) then ping for your adc to back and be ready to run. If you are going to get level 2 faster, pressure hard because there is no way two level one champions can fight you then.
While you can't directly do anything about top lane as a support, remember that if top is ganked by the enemy, It can be an opportunity for your team to take dragon.
