Where is Lucian at in terms of viability right now? I've been playing Jinx, Tristana, Caitlyn and Draven lately. I'm trying to find reasons to pick other adc's outside of my comfort zone.

He's objectively weaker, but honestly not by much. It's a lot more like counterpicking yourself than taking Urgot or Quinn bot. You don't have to be significantly better than your opponent, but you do have to outplay a little bit. With a good support you can easily win. He's pretty fun for normals.
He has a new badass skin, that is why you should play him. lol jk, but in all honesty his kit works really well if you know how to time his W with your supports Auto, you gain all of the movement you need for a fight.
