Mana and mana regen question
Hey guys. I'd like to know if mana/health and mana/health regen runes count as bonus or base. Thanks.

It counts as bonus. I think the only thing that affects your "base" stats is Sterak's Gage, which increases your Base AD (and therefore increases Sheen procs).
it counts as base with items, but things like chalice passive will still increase it.
