could have sworn I had a game in the early going where a noble-buffed lucian or vayne or whatever it was was still healing even though had red buff applied.

Bugs are still a thing. Particularly around item 3110 but I've seen bugs on most items.

Noble buff ignores healing reduction. I doubt its a bug, or else this would have been fixed on PBE.
