I just have a request - please add an internal cool down to glacial stuns.

everytime i go Glacial, i lose though. :'(

i dont even bother with Glacial unless i can Guinsoo+Spear an Ashe. And even then, it just generally doesnt work out for me. ive first placed with Glacial, maybe once.
