I think it's Fiora. Her ultimate sometimes activates on targets she can't hit, her HP pool is low, and she seems to always be a detriment when you're building Nobles. Maybe I'm not using her properly, but she seems one of the objectively worst characters in the game. I honestly think a little more HP would make her viable.
Definitely Elise.

Idk how to buff elise because shes really weird Lissandra needs more HP and a little bit more damage Fiora needs more HP and her ult needs more reliability
I won a game with a Gold Fiora nobel team.
I like Elise but yeah, she's pretty garbo before she transforms, and usually dies before that too.
Fiora's ability should actually be reactive, like an actual fencing maneuver, like the ability is actually used in league, instead of just randomly throwing it out when her bar is full.

Fiora is crap and makes nobles lose a lot early. Elise is very, very good with the proper team (she isn't meant to carry but stall or knockout weak ppl with stuff you want). Worst is veigar. Does nothing.
The glacial units aren't that great because they don't synergize well with much else. Some other builds can stack multiple synergies and consistently win vs glacial while blocking glacial buys. Same with wild and yordles. There is a clear best comp, luckily most haven't figured it out.
Probably lissandra since she only really fits with a glacial comp.
Fiora is I think by far the worst, to the point that I think she might be intentionally bad to keep early nobels in check. She is super squishy, and her ult seldom does much of value.
Elise is I think actually fairly decent in a shapeshifter build, especially if she is given a mana item of some sort. Literally just a plain unupgraded tear makes her much more useful. I do think her spiders should be made better units at the expense of the player damage aspect though. As she is right now she can lead to some really nasty early losses from being made to fight a 2 star elise repeatedly.
Lissandra is a vital part of my emergency backup builds of elementalist sorcerer and elementalist glacial, which I go for if I find myself in midgame with barely any 2 stars or synergies of any kind. The fact that the elementalist synergy has the same strength regardless of the level of the units involved make it, and by extension her, really valuable for surviving midgame if things get off to a rough start.
i cant decide between fiora and elise. giving fiora items can yield SOME results. giving elise items doesnt really yield anything.

Hes a t3 unit, but his ultimate requires him to get early levels for it to really be effective. It is too difficult to get a t3 to level 3, and by the time he is level 2, he cant auto kill level 1 units as everyone has level 2 units.
He needs to be a t2 at least to be worth taking unless youre specifically looking for a sorc or a yordle.
Fiora is a blademaster and a noble, and her t3 is decent.
Elise spider form adds a bunch of trash adds for enemies to focus and all spiderlings deal damage to enemy HP bars on victory.
