Suddenly loading into initial champ select so late I can't pick a champ

It's happened every single game today. I've done a repair on the game. By the time I load in, everyone already has champs. No change in performance other than that.

Anyone have a fix or experiencing the same thing.

I notice my latency is where it always is, 68-70, even playing the normal game.
