Something is bugged with it right now.
I had it in a fight versus another Curse blade a bit ago, and mine was on a front liner, while theirs was on a Tristana.
The Tristana de-leveled 6 of my champions on FIRST HIT. Mine deleveled 3 of their front lines which happened to be 1 stars to begin with...
So I'm pretty sure it's just a bug. The chance has been absolutely outrageous since the patch and this wasn't happening on PBE.
The fact that you can degrade units to lvl ZERO is the biggest problem I have no idea who thought that was a good idea if you are attacking a lvl 1 unit its going to die fast anyway from the start don't rub it in by making them even smaller.
