Can someone explain why level 3 Liss is legit worse than any level 2 anything?
Title. Her LEVEL 3 ult does... 250 damage??? For 150 mana??? She has health comparable to any level 2 champ, lowest DPS in the game...

More than that, the hard coded rule that she ults herself at a certain HP instead of an enemy is just bad.
Probably because glacial, though she is really fucking bad, as are most glacial units, the only one worth anything on their own is Sej but because of the powerful potential power of glacial, most of the units suck if I had to take a guess
At least she brings considerable CC and will probably ult before she dies unlike Fiora and she can also ult herself which makes the other team waste a lot of attacks and prevents them from gaining mana.
Really good synergy
most of her power budget is the fact that she fits into a small easy 3/3 composition, and one of the strongest, 6/6 Glacial compositions.
meanwhile, varus does 400 in a board-wide line. at level 1.

- It's AoE - kinda
- She's a transition unit for anivia
she's fine.
I would guess she's meant to be more of a "wall" when running Elementallist/Sorcerer. She might not do alot of damage but she can CC one enemy or become Immune and be a obstacle for a bit while your back line charges ults.
