My thoughts are the title. Like, why would I build anything that doesn't include Annie? And anyone who doesn't get her loses and the people who do just duke it out in the end. She is just waaaaaaaaay too powerful.
In my matches, Olaf is a bigger threat than Annie.
A lot of the $4 champs tend to be carrys. They're available much sooner than the $5, so it's easier to stack them properly. And they're ALMOST as good as $5 champions. (There's only 10 of each $5 champion in the game. Well, there's only 12 of each $4 champion. The T4s are closer to the T5s than they are to the T3s.)
Ashe, Kha'Zix, Twitch, Yorick - All very strong and contested champions. Brand has some of the highest DPS in the game. (But Brand is more sensitive to item build than Annie.)
Annie is interesting because she has only two traits, yet desired for builds that include neither trait, fitted as a Mage. This successful strategy may have been unintended.

In my games, it's olaf, malz+yorik with atleast 3 summoner+3light, shadow(mostly kindret) or poison, then there are IE kah unless he runs into the OD hardcounter, and the 4+ 3star comps where it doesn't matter what comp, they just outstat by the raw number of 3stars. Then there is 6mages with the cap item on a decent user(one of the few cases where annie is really relevant) or a fed lvl 2 brand. And the worst of all are infernals, usually with malz for the shadow+summoner splash. And yes, it includes annie, but she's not the main reason it's strong...
Annie isn't bad, but she really doesn't seem like a wincondition to me.
There is always a counter. I just watched a blademaster/ranger/shadow team decimate misc summoner spam, tibbers lasted about a second, and the rest of the team similar time.
Summoners are being nerfed soon, though. Also light and glacial (aka windmill olaf).
