People told me that Hextech is for people that don't get items:

• last 2 games I lost with guy with so many items he could give every legend 1 item and used hextech
• people that do get items will still have available hextech in shop
• Jayce counters mele legends
• Vi can ult earlier than Warwick and oneshots him
• the list goes on
