Is there an official league publication for the TFT patch notes? I can't find them anywhere. The best I've come across is third party sites (which aren't always updated properly) that likewise can't find anything except on Twitter?? There's got to be a better way.
Similarly, I have found no way whatsoever for PBE patch notes. I heard they released Pantheon, but am 100% clueless how to find details. Help?

Ty, this is very helpful. Though do you know where I can find the PBE version of the same thing?

So how do I find out what changed, since I'm not on Twitter??
