not even. what makes it op is how it interacts with the rest of the game.

it deals 100 damage to up to 3 targets on the 3rd auto. because lucian's ability and grave's ability count as autos and buffs like wild, rapid fire cannon, and ranger exist it allows champions to deal easily around 4k damage early game. a feat that shouldn't be possible due to the severe limitations of the individual player income systems.

if the argument is that it's not OP in a vacuum then I would agree. on face value it's fine, but items like ionic spark which used to deal 200 damage now deals 125 and luden's echo that used to deal 200 magic damage now deals 180.

it's obviously been a problem item due to how many time's it's been been buffed and nerfed. 100 - 90 and back in damage. 4 targets aoe now three targets always.

the counterplay used to be to spread your units out. now the only counterplay is to buy or obtain magic resist based champs and items. this leaves you vulnerable to team that uses assassins.

i argue that the static effect needs to be changed back to aoe to encouage spacing out units and the tactical use of teammates like gnar and jayce to reposition your opponents.
