This is the worst attempt at hiding a pc algorithm in a "RNG" game I've ever seen. If you are not picked to win the round, you'll see all kinds of BS "RNG" happening. Need one more yasuo and no one is picking him? Good luck. How about that guy that somehow has 20 items and you keep getting shitty 2-3 gold coins? Ever see your champs suddenly change targets before killing an enemy unit? Last but best: Are you beating the odds and might win even though you aren't chosen to be the victor? Well FUCK YOU, the computer is going to spawn an NPC army that is going to have non-consensual butt sex with your little legend. You lose anyway! harrr harrr.

Ironically people with true damage little legends are not in the top 4, i´m always checking this out.

Unless you actually have evidence, this is simply a conspiracy. Does TFT have some issues? Sure.

Need a certain champ? There is a champ pool and it rolls to see what ones show up in your shop. It doesn't pay attention if champ x has shown up 5 times or you need champ y.

Items? By the end of Raptors, everyone should have about the same number of items. Of course, Thief Gloves may give the illusion of more.
