Who does it Target? Let's say I have Garen with it on, does it A) Hit the person I'm focusing on B)ANYONE who casts a spell C) Anyone who casts a spell against Garen?

Nope.

item 3033 reads:

Whenever an enemy casts a spell, they take 150 true damage.

It's self explanatory.

i cant remember if ionic spark is true dmg or 200 magic dmg but if its magic dmg i dont think it effect garen if he uses his ult

patch 9.14:

Ionic Spark

Now deals true damage instead of magic damage

So, it affects Garen and goes through Dragon trait, Noble trait and the item Dragon's Claw. It is, however, reduced by Knight's bonus, since it reduces damage from all sources.

Also, patch 9.15:

Ionic Spark Damage: 200 ⇒ 150

If enemy use spells they take the dmg good counter for lucian and trist gunslingers

If you are asking if you get bonus for AP then it should be no. They changed it some patches ago that items do not benefit from AP. And no, Morello states it triggers on ,,spells".

Makes sense ok laaaaaast question. If 2 different people on my team have Ionic, will the person casting the spell then take 300dmg?

Nope. Ionic Spark do NOT stack. Anyone who cast a spell will only take 150 true dmg, no matter how many Ionic Sparks you have.

TL;DR: Only build one Ionic spark in your team!
