Who does it Target? Let's say I have Garen with it on, does it A) Hit the person I'm focusing on B)ANYONE who casts a spell C) Anyone who casts a spell against Garen?

i cant remember if ionic spark is true dmg or 200 magic dmg but if its magic dmg i dont think it effect garen if he uses his ult

If enemy use spells they take the dmg good counter for lucian and trist gunslingers
