Nobles only get good when you get kayle. So before that you have to hope you don't get far enough behind that you can still win. This is not even mentioning that you might not even be able to get the rest to tier 2 at the bare minimum due to how many people contest vayne and garen. Fiora is a joke of an unit without the noble buff and then you have Lucian and leona that randomly decide to never appear even though nobody is going for them.

Nobles are an inconsistent comp that requires way too many things to go right in order for them to be viable. Yes the buff is strong but it usually comes online so late that it needs to be strong otherwise nobody would bother
