Suddenly loading into initial champ select so late I can't pick a champ

I've done a repair. I had no issues the first 15 games I played Now, every one of the last five or so games, I load into the initial champ just in time to be randomly assigned a champ.

Everyone else clearly has picked theirs as they are near the center and have a champ attached.

Same latency as I've always had.

The one thing I notice is that the game hangs at 100 percent for about ten seconds and I can tell it's frozen because the latency is frozen.
