Does repeating crossbow stack??

Repeating Crossbow, + , has the effect:

"On death, this jumps to an allied champion and grants an additional 20% Attack Speed & Critical Strike chance."

Additional meaning it give 40% AS & crit after one jump, and 60% after two jumps, etc? Or "additional" meaning 20% more than their base stats? I've seen a number of people saying it increases each jump, but when I check the crit of who it jumps to, it always looks like it's giving only 20% crit.

Yes, it does. You can see the number below the item to know how many stacks it is currently having. The champion having that item gains : 20% + 20% per stack critical strike chance and attack speed from this item. For example, it is currently having 3 stacks, the champion who is having that item gains 20% + 20% * 3 = 80% critical strike chance and attack speed

Is the tooltip broken, then? I've never seen it show up as giving more than 20 crit.
