9.15b Patch Notes

Can someone point me to where these patch notes are? I've waited patiently so we can get some balance. But I suppose their direction of removing assassin/ninja/demon from the game is intentional.

Which is funny, because Assassin/Ninja was never OP to begin with.

I guess the only 9.15b Patch Notes we get are:

"We've noticed people weren't getting demoted at 0 LP. Fixed it, so now you can streak downward with your assassin/ninja/demon comps"
