They can control the start of the match not loading in and screwing you. I have loaded in in 10 seconds yet was still loaded in late. Its a bug not a use side problem. Maybe don't just make assumptions?

But aren’t you making assumptions that it is a issue on riots side and not your own ?

I had a rather low spec underperforming computer and my load times where rather poor and my games would crash occasionally.

Ever since I built my new rig I have had 0 issues like absolutely 0. Why is that a thing ?

What are your computer specs ?

The specs of people who experience issues are probably similar.

What are the specifications of your computer ?

I have a pc with a AMD phenom X6 running at 2.8 GHz on a M4A77D motherboard, with 8 GB DDR3 ram and a 1GB graphic card.

Those are enough specs to run the game properly, and yet i have the same problem, not as bad as the OP, but the loading screen freezes when the music starts and let me enter after one second (aprox) of the removal of the boundary on the first carrusel, thing that screw me very hard because i cant compete for initial items.
