PBE?
It's been 2 years that I've been trying to enter and applied maybe 3 times. Are there pre-requisites? Do you need to be a youtuber? Do you need to hit a certain tier? Why can't everyone have access? How often does Riot allow people into PBE?

Took me 3 years to get on soo ya dont expect it anytime soon. But if your consistantly not a toxic player and you applied and they need players who play a certain role and you play that role you will eventually get your shot. If you are toxic you would need to show MASSIVE improvement in your attitude prolly over more than one season to get in.
I've had mine for over 2 years now, and that's really cause I got in right before they updated the sign up ;)
Overall though, it just depends on if they need more people or not. It's a very small server compared to NA/EU/ect so they don't let a lot of people on to it. They keep it pretty closed off unless they need a bit more testing.
they allow you when they think you should join, my smurf and main got in.
Dont know if this is helpful for you, but as a comparison: I got in, after some number of months. My son got in, after some number of months. both of us are bronze level.
So, no tier requirements, no fame requirements. still pretty mysterious. Maybe its on how often you play or something.
I applied when they opened it back up and was accepted in a couple weeks. Buy more skins maybe?
