Howling Abyss is getting updates/balance changes/art assets while the Crystal Scar is just left out to dry?
Will this mode ever again be supported?

Probably.
I only ever saw them while leveling smurfs. But you hear complaints all the time from players who are just starting to play Dominion and they're stuck in games with 9 bots.
Cerbearus2 votesThat sucks :/ I really really want to play Dominion more, but I don't get the same satisfaction I do from winning a game of ranked. If only they would just release the ranked they promised before the game mode came out...

They did a good job overall helping the balance of the mode. But it has too may other problems for it to be easy to fix. And most people wont want to even get into the mode till the bots are fixed.
Although with these ARAM changes more people may become interested.
Garurumon2 votesIt was changed because the community gives much more support for ARAM. Also it was a lot easier making these smaller changes rather than giving the entire Crystal Scar a visual update and cleaning up.
But perhaps in the future.

Maximum Zilean2 votesThe thing is, revamping dominon to be actually fun again will take alot of effort. Effort in which riot can't give right now due to being busy with other things. Its not going to be a small project they can do over a few weeks like these ARAM changes were on the PBE.
Dominion is in need of a massive overhaul in its current state. Plus finding ways of removing the bot infestation. There is no way to short term bandaid the problems it has like they tried a year ago with balance changes and a few map bug fixes.

While an overhaul and relaunch would help sway general perception away from "loldominion," the most common complaint has always been "Nothing ever changes."* There's certainly some areas that could use improvement (e.g. Personal Score, Greater Relics), but the core gameplay is pretty solid. It's just that Riot has only ever given the bare minimum of support, at best. Years of nearly no change tend to erode players' confidence in the developers.
A massive overhaul might bring new players in, but that in itself is just another short-term solution. Without consistent support, the exact same situation would happen again. SR-tier frequency would be too much to ask for, given the playerbase size differences, but hearing "Oh, right, you guys are still here" every 6 months gets tiresome.
*Well, that and "Nothing to work towards." (i.e. ranked)

TheFameAnimal1 votesI think they should turn it into a deserty Shurima map, with the towers being similar to Azir's passive and the buffs in the middle could make you ascended or something for a period of time. They will vu it at some point, but 'when' is the question ;)
NoMonku1 votesHowling Abyss is pretty easy to fix since it has had more attention to it over the past compared to Crystal Scar. All they really did was add back items that were removed before because of issues. Warmogs isn't a problem anymore and BT doesn't require stacking. RIP Sanguine blade but I lost love for it after it lost its OP gold cost. Eventually it may get all the things you want, but I personally don't care for dominion, so I can see it being phased out. The only time I really had fun on it was during the Ascension game mode. Also Poro King helped with the current updates too, so wasn't too much extra work imo.
