@Riot, did y'all say something about ranked team builder?

So I saw riot's reddit post regarding draft team builder http://www.reddit.com/r/leagueoflegends/comments/371561/now_that_toxic_players_are_gonna_be_banned_the/criydjz and the riot response says "draft team builder" but doesn't mention it as ranked. Am I missing something? A lot of the comments seemed to be treating it like riot intends to do ranked draft team builder, and I can't remember hearing about that ever.

Personally I think a big part of league is being able to work with people, be flexible, and adapt to the strengths and weaknesses of any team. I think ranked team builder would be cool, but that ranked team builder would only really work if it was a "rank" for whatever role you played in it. (Maybe let people have multiple ranks on the ranked team builder board by playing placements for each role they want to play in ranked team builder.) I guess the real question is, "does riot plan to do draft team builder, or ranked, and if it's ranked, how are they gonna do ladders (will it overlap or be clearly distinguished as not representing the same skill as current rank)?"

Check Lyte's older posts. He's mentioned ranked team builder a few times before already. My guess is that the "encouraging players to still master multiple positions" part is Riot's way of pacifying generalists after introducing that specialist queue.

I think eventually they need to replace current blind pick and draft with teambuilder. The only problem with team builder is that far less people play it. I suspect this is primarily because it is not the mode for ranked. Whatever ranked does, the rest would follow.

I thought team builder might be cool if everyone picked a role and 5 champs, then have the ban pool include all of the champs the opposing team has selected instead of just every champ they own. This would focus the ban phase to be more relevant than simply banning whatever is considered op. After the ban phase people would pick from their remaining champion pool. If a single role was banned out they'd still have 2x options.
