Just a thought in the pursuit of decreasing queue times.

This would give incentive to those players who want to grind IP for a specific champion or set of runes etc.

This is good because it incentivizes players to pick whatever is most in demand at any given time, meaning that all roles should be pushed towards equilibrium and there should be minimum time spent waiting for any one particular role to fill.

could cause friction by rewarding people who care more about the ip than the game and pick "support" then decide to take all the cs and play as a "mage" role.

Yes but that friction already exists and is mostly prevalent at lower elo.

On a side-note, because more people would then be playing support, more champions would be tested against the meta.

Also, there is always the option to kick them or not accept them into the lobby
