Where Does Nocturne Fit In The LoL Universe?
All I can seem to find is retconned lore, does he not have any lore right now?

If Nocturne had an updated biography, you would have known about it. Either through client promotion, Surrender@20 or these boards.
Chances are the guy is awaiting his VGU to be green light in the unforeseeable future before he can have that lore update, which means playing the waiting game for now. Fortunately a character suspiciously similar to Noc features in this story

FYI: that story generated a lot of buzz about Nocturne during its release, plenty of fan reworks have been pitched based off this.
